RAMS HILL COMMUNITY ASSOCIATION MINUTES OF MEETING

BOARD OF DIRECTORS

MAY 21, 2003

 A meeting of the Board of Directors of Rams Hill Community Association was called to order by  President Ginny O’Neel at 3:00 p.m. on Wednesday May 21, 2003, at 1862 Rams Hill Drive, in Borrego Springs, California.

A quorum was established as the following directors were in attendance:

Directors present:                   Ginny O’Neel, Blythe Cavanaugh, Trudy Melvin, & Jean Anderson

Also present:                           Wes Porter and Kerin Morales of Professional HOA Consultants

MINUTES

The minutes of the meeting of the Board of Directors held on April 18, 2003 were reviewed and upon motion made, seconded and carried the minutes were approved as submitted.

FINANCIAL

The financial report for the period ending April 30, 2003 was reviewed.  After review and upon motion made, seconded and carried the financial report was approved as submitted. 

The delinquency report was reviewed and it was noted that all applicable accounts have received lien letters.

OLD BUSINESS

Developer Issue Update – Dues on the unsold lots are still outstanding. As a result, the water to the grass at the front entry will be turned off through the summer months as a cost saving measure.

Access Control – The R.V. violations are a continuing problem.  A memo will be created and Access Control staff will hand the memo to owners and/or guests requesting access in an R.V.  The memo will outline the R.V. policy with a specific time limit for loading and unloading.  R.V. parking is now available at the clubhouse parking lot.

Governing Document Revision – Waiting to get proposal from Joel Kriger to include all interested associations at a reduced cost.

Palm Tree Trimming – All trimming to be postponed until developer dues issue is resolved.

Street Crack Repairs – Cracks on Roadrunner Drive have been filled as a test.  Will see how cracks fare through the summer and evaluate in the fall to determine if additional areas should be considered for crack repair work.

Water Audit – The water audit meeting was held prior to this meeting.  See water audit notes attached to substantiate findings.

NEW BUSINESS

Landscaping – Complaints regarding neighborhood landscaping remain high.  Walk-throughs are being implemented and will be documented through the summer. 

HOA Web-site Presentation – Wes Porter gave a presentation on a web-site that is being offered to the HOA’s.  He will offer a one-year free site to the Rams Hill Community Association.  The site will be constructed over the summer.

ADJOURNMENT

There being no further business to come before the meeting, upon a motion made, seconded and carried, the meeting was adjourned at 4:15 p.m.
